Previous release: First Public Announcement of Environmental ImpactAssessment of CSE Jetty Upgrade and Reconstruction Project

Shenzhen Chiwan Sembawang Engineering Co., Ltd. (hereinafter referred to as the "construction unit") intends to perform reconstruction on CSE #1, #3, and #4 slipway and harbor berths of petroleum base E, F, and G in Chiwan Port Area of Shenzhen Port. The construction unit has commissioned Sun Yat-sen University to prepare the Environmental Impact Statement for the CSE Jetty Upgrade and Reconstruction Project. According to the Law of the People's Republic of China on Environmental Impact Assessment, Notice on the Issuance of the Temporary Measures for Public Participation in Environmental Impact Assessment (HF [2006] No. 28) and the relevant provisions of the Implementation Opinions on Public Participation in Environmental Protection Management of Construction Projects in Guangdong Province (YH [2007] No. 99), the first public announcement of the matters pertaining to the environmental impact assessment of the project is made, and the public announcement materials are provided as follows:

I. Name and Summary of Construction Project

Project name: CSE Jetty Upgrade and Reconstruction Project

Construction location: East Side of Chiwan Inner Harbor Basin, Chiwan 1st Road, Chiwan Port, Nanshan District, Shenzhen.

Construction type: Reconstruction.

Details and scope of construction: Providing reinforcement and reconstruction to the hydraulic surface layer and ancillary structures at CSE #1, #3, and #4 slipway and harbor berths of petroleum base E, F, and G, so that the jetty has the ability to berth the offshore oil HYSY229 flat barge under specific conditions (90,000 tons deadweight tonnage), and the length of the waterfront to be reconstructed is about 300.68m. The reconstruction mainly includes: Demolition of part of the original jetty structure, construction of a new pier, structural repair of the original jetty, replacement of some rubber fenders, repair of ancillary facilities, etc. The total investment of the project is RMB 13.48 million.

The cargoes loaded at CSE jetty are mainly jacket platforms for offshore oil and gas development, special equipment for exploration, steel pipes, materials (including food, freshwater, etc.), and other supplies. All of these cargoes are in large complete sets and packaged as break-bulk cargoes. The cargoes in and out of the jetty remain unchanged after the completion of this reconstruction project.

Land reclamation and harbor basin dredging are not scheduled for this project.

IV. Work Procedures of and Major Work involved in the Environmental Impact Assessment

(1) Work Procedures of the Environmental Impact Assessment

Acception of the construction unit's commission → data collection, field survey, communication → detailed field investigation and environmental status monitoring → preparation of environmental impact statement → technical assessment by subject matter expert and review of statement → submission of statement for approval (to environmental protection administrative authorities).

(2)Major Work

The major work involved in the assessment includes the analysis of possible environmental impact of the project after its completion and prediction of the degree of impact that the pollution factors present in the project may pose to the environment by investigating the current environmental condition of the project and the surrounding areas, as well as evaluating the environmental features of the region. It also involves conducting public surveys, proposing countermeasures for environmental protection against adverse impacts, and the preparation of evaluation summary.

(2) Public comments and suggestions on environmental issues that may be involved in the implementation of the project.

VI. Major Ways for Public Comment Soliciting

In case of any comment(s) on environmental protection for the construction of this project, they shall contact the construction unit or the environmental impact assessment institution by mail, fax, telephone, letter, or pay a visit within ten working days from the date of this announcement, and send back the questionnaire or replay with a letter/call.
